KPK Driving License Guide 2026 – Abbottabad & Mansehra
Getting a KPK driving license in 2026 takes three steps: a learner permit, a waiting period of practice, then a traffic-sign test and a road test. Car and motorcycle licences are issued by the district Traffic Police; LTV, HTV and PSV licences by the KP Transport Directorate. Who Issues a KPK Driving License?
Under a 2017 amendment to the Provincial Motor Vehicles Ordinance, licensing in Khyber Pakhtunkhwa is split between two departments. Both sides have publicly disputed the split, so confirm at the office you visit.

Eligibility and Minimum Age
Minimum ages are set by Section 4 of the Provincial Motor Vehicles Ordinance, 1965, published by KP Police.

You also need a valid CNIC and a medical certificate from a medical officer. The official learner permit listing says the CNIC should be of the concerned district; applicants from another district may need prior permission from the DPO or MLA. Apply in the district on your CNIC, or ask the branch first.

Learner Driving Permit: Requirements and Process
Every new driver starts with a learner permit. The official KP Right to Public Services listing describes this notified service.

ℹ️ Waiting period before the test
A learner permit is not a licence. You must practise before you can book your test; your branch will tell you the date. It is commonly around six weeks, but confirm the exact period locally. Drive only with an experienced licensed driver beside you.
Step 2
Permanent Driving License: Test and Application
After the waiting period, apply for the permanent licence at the same branch. No licence can be issued until you pass the test of competence. The Peshawar Traffic Police procedure and fee table list a driving test and an electronic test.

KPK LTV Driving License
An LTV licence lets you drive light transport vehicles such as small commercial vans and pick-ups. LTV, HTV and PSV licences are handled by the KP Transport Directorate.

- At least 21 years old (22 for HTV)
- Valid CNIC and medical certificate
- Sign test and road test in the vehicle class you apply for

⚠️ Beware of unofficial websites
Many websites look official but are not run by the government. Pay fees only at the designated bank or through official government apps, and never share your CNIC on unknown sites.

Rabta app
Built by the KP IT Board for KP Traffic Police. In September 2026 KP Police said motorists can generate a digital licence in it with their CNIC.

In July 2026 the KP Transport Directorate announced a QR code on licences that links to an online verification page.
If your licence does not appear, contact the branch that issued it. Punjab, Islamabad and Sindh licences are checked on their own provincial systems.
Abbottabad
Abbottabad Driving License: Application and Verification
In Abbottabad, car and motorcycle licences are handled by the district Traffic Police licensing branch: learner permit, waiting period, sign test, road test, then the card. Verification works with your CNIC through the provincial services. Abbottabad Traffic Police opened a facilitation centre at Lorry Adda in April 2026 for guidance and traffic complaints; ask there if you are unsure which counter handles your licence.

Mansehra
Mansehra Driving License: Application and Verification
In Mansehra, car and motorcycle licences are issued by the district Traffic Police licensing branch, following the same provincial steps. Bring your original CNIC, medical certificate and fee slip, and ask the branch about current test days. For LTV or HTV licences, contact the Transport Directorate instead.

Driving License Renewal and Duplicate Licence

Bring your original licence, CNIC and a medical certificate if asked. Renew on time: the fee rises after one month and again after three years.
Duplicate licence
Lost or damaged card? Apply at the branch that issued it. The Peshawar fee is Rs 1,000. Branches usually ask for proof of the loss, such as a police report.
International driving permit
The Peshawar fee table lists Rs 5,000. You need a valid KP licence; ask the branch for the full document list.
