Islamabad Driving License Guide
This guide explains how to get a driving license in Islamabad from the Islamabad Traffic Police (ITP): the learner permit, the 42-day practice period, the sign test and road test, the documents you need and the official fees.
You must be 18 or older. A learner permit costs Rs 1,000 per category and a new car or motorcycle license costs Rs 3,000, under the fee notification of May 2024.

Step by step
How to Get a Driving License in Islamabad
Step 1
Medical certificate
Get a medical fitness certificate (Form-B). ITP charges Rs 200 if done at its office.
Step 2
Learner permit
Apply online through the ITP DLIMS portal or ICT Police app, or at an ITP licensing counter.
Step 3
Practise 42 days
Drive with a licensed person beside you. The permit is valid for 6 months.
Step 4
Sign and road test
Pass the traffic sign test and the road test, then collect your license.

Fees set by the Islamabad Chief Commissioner’s notification of May 2024, as reported by Dawn:

In July 2026 the Auditor General recommended that the Islamabad administration review these fees, so they may change. Always confirm the current amount before paying.

The sign test checks that you recognise traffic signs and know basic road rules. The road test checks that you can control the car safely: moving off, turning, stopping, reversing and parking.
